The National Drug Law Enforcement Agency (NDLEA) has arrested a suspected Mexican drug kingpin accused of helping establish a methamphetamine production network in Nigeria, as investigators intensify efforts to dismantle a transnational cartel operating through forested and rural locations.
The suspect, identified as Arturo Carrera Loaiza, was arrested on August 19, 2026, while allegedly attempting to leave Nigeria through a Lagos airport. NDLEA said the arrest followed months of intelligence gathering after its operatives uncovered clandestine methamphetamine laboratories in Ogun and Oyo states and traced evidence to a property in Ebonyi State.
NDLEA Chairman and Chief Executive Officer, Brig. Gen. Mohamed Buba Marwa (retd.), said the agency would not allow Nigeria to become a base for international drug syndicates seeking to relocate their operations into the country.
The development represents another major operation against a network that investigators believe involved foreign drug experts and Nigerian collaborators.
The investigation began to expose the wider network after NDLEA operatives arrested Mexican nationals and Nigerian collaborators at suspected methamphetamine laboratories in Ogun and Oyo states.
In May, the agency said it dismantled an industrial-scale laboratory in a forested area of Ogun State and arrested three Mexican nationals alongside seven Nigerian collaborators. A separate operation in June uncovered another clandestine methamphetamine facility in Tapa village, Ibarapa North Local Government Area of Oyo State.
According to the NDLEA, a 56-year-old Mexican methamphetamine expert arrested during the Oyo operation identified a photograph of Carrera Loaiza as the person who recruited him and facilitated his movement into Nigeria.
Investigators subsequently obtained intelligence indicating that Carrera Loaiza entered Nigeria on June 10 alongside another Mexican national.
The agency said it eventually tracked him to Lagos airport, where operatives arrested him as he attempted to leave the country.
The investigation did not end with the airport arrest.
NDLEA said investigators found images showing Carrera Loaiza wearing a blue laboratory coat and standing among equipment associated with methamphetamine production. Analysis of the images’ location data reportedly led investigators to a property under construction at Isiata Ugoni Okposi in Ebonyi State.
Operatives searched the property on August 30 and found indications that a temporary structure had been erected around the septic-tank area. Investigators also reported strong chemical odours at the site.
A CCTV memory card recovered from the property became a key part of the investigation, according to the agency.
The footage allegedly showed a foreign national wearing a blue laboratory coat who matched the images linked to Carrera Loaiza. It also showed Nigerian suspect John Samuel Ivo Okike and the movement of chemicals and laboratory equipment from the property on August 21.
NDLEA subsequently traced the relocated materials to another house in a neighbouring community.
A raid at the second location produced what the agency described as substantial evidence of methamphetamine production.
The reported recovery included:
- A dehydrator containing traces of methamphetamine.
- Three additional dehydrators.
- 442.8kg of acetone.
- 37.1kg of toluene.
- A 20kg acetone/bromobenzene mixture.
- 31.5kg of hydrochloric acid.
- 200kg of P2B.
- Other chemicals, laboratory equipment and production paraphernalia.
NDLEA said forensic findings, CCTV footage and witness accounts had strengthened the case against individuals connected to the network.
The agency’s latest operation follows its earlier disclosure that it had dismantled a Nigerian-Mexican methamphetamine syndicate and arrested its alleged kingpin, three Mexican technical experts and six Nigerian collaborators during coordinated operations in Ogun and Lagos states.
Marwa said the latest arrest demonstrated the importance of intelligence-led operations and forensic investigations in confronting increasingly sophisticated drug networks.
He warned that Nigeria would not become a destination for international criminal groups attempting to establish illicit drug laboratories in remote communities.
The NDLEA chairman also praised personnel from the agency’s Special Operations Unit, Strike Force, Forensics Directorate and its commands in Ogun, Oyo and Ebonyi for their roles in the investigations.
He directed that the agency continue pursuing the wider network, including alleged financiers and local facilitators.
The case highlights a significant shift in the country’s counter-narcotics challenge: authorities are not dealing only with conventional drug trafficking, but also with attempts to establish production infrastructure inside Nigeria.
The involvement of foreign technical experts, Nigerian collaborators, concealed laboratories and rural locations points to the increasingly organised nature of the threat.
For the NDLEA, dismantling such networks requires more than intercepting finished drugs. Investigators must also identify the people financing laboratories, supplying chemicals, providing locations and moving equipment.
The agency has urged residents, particularly those in rural and forested communities, to report suspicious structures, unusual chemical smells and unfamiliar activities.
